FRANK, Joan W. - It is with great sadness that we announce the peaceful passing of Joan, on Wednesday, July 21, 2021, at the Greater Niagara General Hospital, at the age of 78. Beloved wife of the late Tony Frank (2015) and the late Desmond Kelly (1988). Devoted mother of Colleen Kelly (Shawn O’Brien) and Mike Kelly and stepmother of Judy Cote. Adored grandmother of Ireland and Amelia O’Brien. Dear sister of Roy Waghorn (Jackie), and Christine Maximenko (late Jim).
Fondly remembered by many nieces, nephews, cousins and friends.
Joan was involved with Girl Guides, as a Brownie leader for over 35 years. Joan not only appreciated community service, she lived it. During her tenure with the Niagara Falls Brownies, hundreds of young women have been fortunate enough to have had Joan as both a Brownie leader and mentor. Joan encouraged young girls to become community minded, caring and compassionate individuals. We miss you mom.
